StarNavPilot has all

Intelligent cartography:
These functions can be used to vectorize
a raster chart but also to add elements on a raster chart (markup, channel,
particular areas, port constructions etc ...). In this case, you create a vector
chart using a raster charts as the basechart. You can retrieve information from
an existing vector charts (and not necessarily at the same scale) and add them
to your chart.
